FUNDING OPTIONS FOR IMPLEMENTING A PRIVATE PROPERTY INFILTRATION AND INFLOW CONTROL PROGRAM

EXECUTIVE SUMMARY For many wastewater utilities, reducing I&I from private properties represents a cost-effective element of an overall program to address wet weather overflow challenges that they face. This is particularly true for those utility systems that have already taken substantial action to reduce I&I from their primary network of interceptor sewers. This paper details how financing options available to implement I&I reduction work on private property are limited because of: 1) eligibility restrictions for most Federal and state grant and loan programs; and 2) policy, administrative, and accounting considerations that limit the practicality of using some existing local funding sources.
