Building an Asset Management Plan: A Johnson County Wastewater Experience
Abstract
With growing concerns over aging infrastructure, rapid growth, limited budget, and tighter regulatory standards, Johnson County Wastewater (JCW) in Johnson County, Kansas, decided to strengthen its asset management practices. As part of this process, JCW decided to develop an asset management plan. An asset management plan is a long-range planning document that can be used to provide a rational framework for understanding the assets owned, services it provides, risk it exposes, and financial investments it requires. With their first asset management plan, JCW was able build a foundation of asset management principals and processes. JCW also accomplished evaluating various management options and developed sustainable management and funding strategies that will fulfill long-term capital requirements while delivering the established levels of service.
