Implementation Strategy to Meet Limit of Technology Effluent Limits on an Accelerated Project Schedule
Abstract
The deteriorating environmental conditions and health of the Chesapeake Bay has triggered significant reductions in nitrogen and phosphorus discharged from point sources. Hampton Roads Sanitation District's York River Treatment Plant (YRTP), located in Virginia, has a waste load allocation of 274,000 lb/yr for TN and 32,000 lb/yr for TP. These waste load allocations calculate to an average annual concentration of 6.0 mg/l-N TN and 0.7 mg/l TP at a rated design capacity of 15 mgd. Regulatory agencies have implemented a compliance deadline of January 2011 for YRTP. This paper outlines the steps implemented by HRSD to achieve the Year 2011 compliance deadline at the current rated design capacity of 15 mgd on an accelerated schedule. Additionally, this paper summarizes the methodology of implementing a denitrification filter system to initially operate at the current rated design capacity while having the flexibility to treat the expanded YRTP rated design capacity of 30 mgd.
