Abstract
North Carolina's regulatory approach to addressing sanitary sewer overflows (SSOs) currently focuses on holistic operation and maintenance (O&M) through a system;amp;#x2013;wide based operating permit rather than solely on enforcement. This approach will hopefully reduce SSOs by focusing on prevention in coordination with other complementary programs such as operator certification and rehabilitation funding programs.
