As government affairs manager at Central Arkansas Water, the state's largest drinking water utility serving half a million people, Chelsea works with government, community, and wholesale partners and stakeholders on policy, economic development, and regionalism efforts. Chelsea serves on AWWA's Young Professionals Committee. She is an Executive Master of Public Administration candidate at Syracuse University and holds an undergraduate degree from the University of Memphis and a certificate from the Johannes Gutenberg Universitat in Germany through a Fulbright program. Chelsea has been published in Opflow and Journal AWWA, and regularly speaks on public engagement and young workforce development.
