Dr. Flowers is a Senior Engineer with Geosyntec in the Seattle Office. He has a range of expertise across several fields that he has developed through 23 years of consulting and academic experiences. Jason has worked on a variety of environmental projects during his consulting career covering water treatment and environmental remediation, but his expertise is in the planning and design of municipal and industrial wastewater treatment plants. Jason is active in both WEF and the Pacific Northwest Clean Water Association where he was the past committee chair for the Resource Recovery Committee for PNCWA and he is currently a member of the WEF Industrial Water Committee. When not working, Jason looks for any opportunity to be outside.

Flexible Approaches to Industrial Pretreatment Compliance

Abstract

One often overlooked impact on wastewater treatment plant treatment performance is the impact of industrial users. Historically, pollutants such as toxic metals are easier to target for pretreatment regulations, but when wastewater performance upsets are caused by unconventional pollutants or by a group of industrial users that, in isolation, do not create an issue but in aggregate can cause upsets, flexible approaches to developing an industrial pretreatment program are required. Our presentation will highlight two projects that took flexible approaches to industrial pre-treatment. In the first example, a small tourist town that had seen an explosion of breweries was beginning to have performance upsets tied to slug discharges. In our second example, an industrial discharger’s effluent contained an abrasive material resulting in excessive wear on wastewater treatment equipment. Overall, the two projects provide example approaches for implementing IPP programs that assist facilities in regulating industrial users to prevent performance upsets.

The National Pretreatment Program helps protect publicly owned treatment works (POTWs) from deleterious impacts that industrial discharges can cause. The types of industrial dischargers in many communities have changed since the program's origins. Existing regulations may no longer adequately address today's discharges, resulting in local control authorities needing to address industrial dischargers on a case-by-case basis and employ different approaches than have been applied historically.
