Abstract
Under the Clean Water Act (CWA), communities need to address stormwater management requirements when assessing aging water infrastructure systems, rate payer expectations, and other considerations important to the community. More and more communities are implementing or considering the use of green infrastructure to reduce the overall costs of meeting stormwater management requirements, while offering additional co-benefits. Research is needed to assist communities throughout the United States in evaluating investments in green infrastructure that can improve stormwater management in multiple ways. Communities need tools to assess green and gray infrastructure investment options to determine the most cost effective approach across the life cycle of the investments.
