Abstract
The Jersey City Municipal Utilities Authority (JCMUA) is responsible for operating and maintaining the combined sewer system in Jersey City. Jersey City is the second most populous city in New Jersey and serves a critical function for daily commuters due to its proximity to New York City. The combined sewer system in Jersey City is dilapidated with most segments requiring rehabilitation or replacement. As part of a consent decree (CD) with the United States Environmental Protection Agency (EPA) to perform repairs to its collection system, the JCMUA initiated the Phase 3-4 Sewer Rehabilitation Project. Part of the project includes trenchless rehabilitation of a 2.44-meter (96-inch) combined sewer pipe that runs under the 12th Street approach to the Holland Tunnel. This paper explores the investigations and rehabilitation methods considered to perform a structural trenchless repair. The chosen rehabilitation method of cured in place pipe (CIPP) lining is examined in detail.
