Management Decisions for Making Multiple Collaborative Delivery Methods Part of Hillsborough County's Strategy to Deliver the One Water Program
Abstract
The County has embarked on a critical infrastructure program to address long-term and short-term demands for water, sewer and reclaimed water in the South County service area. The Water Resources Department (WRD) launched a decisive capital improvement program (South County One Water Program) as part of the solution to meet both the current and future needs. The program includes a series of projects over the next several years for improvements, upgrades, expansions and new facilities that promotes flexibility and increases the capability, capacity, reliability and redundancy of the current system. Successful implementation of this program requires a concerted effort to plan and coordinate interest of multiple stakeholders, county resources, funding vehicles, cross departmental interest, project development, schedule coordination and budget requirements. This presentation will present the South County One Water Program, the planning process and decisions made to deliver the program. The presentation will demonstrate the early decisions made, education outreach, and structure developed to build a team of experienced key personnel to plan, coordinate and implement the program. The presentation will discuss the delivery analysis and planning that took place to support the use of collaborative delivery (design-build, progressive design-build and construction management at risk) and the evaluation process that measured benefits, goals and objectives to determine the most appropriate method for each of the projects currently in the program. Attendees of this presentation will benefit from the discussion and gain insight from Hillsborough's experience on the following subjects: Develop program and project goals and objectives, Evaluating program and project success factors Putting together a collaborative delivery team, Inclusion, education and outreach to stakeholders, Setting funding goals, Development and planning of program projects, Delivery method analysis Project execution and delivery
