Abstract
This manuscript summarizes a presentation on negotiating optimal MS4 permits for Phase I and Phase II MS4 communities. It provides insights and examples of optimal approaches and permit language focusing on key compliance and financial issues. Issues addressed include avoiding water quality standards compliance requirements, avoiding overly broad definitions of your service area, mapping to minimize your regulated service area, rightsizing your best management practices to your system, ensuring trading for cost-effective compliance, avoiding flow-based regulation, and addressing affordability limitations.
