Guaranteed Savings Contract Method Meets Aggressive Schedule on CSO Relief Interceptor, West Lafayette, Indiana

The City of West Lafayette utilized the Guaranteed Savings Contract (GSC) delivery method for completing design and construction of a $25,000,000 interceptor project in a very aggressive 18-month period. The City’s CSO Long-Term Control Plan includes a new interceptor to convey combined sewer overflow nearly a mile to the WRRF by November 2019. In early 2016, the City and Purdue University embarked on a $120,000,000 renovation project to State Street, the main east-west corridor through the Purdue campus, with completion by December 2018 for the University’s 150th anniversary. The City expedited the interceptor project by several years to complete the work before the State Street project commenced. Substantial Completion was achieved less than 18 months from the start of design and at a projected final cost $2,000,000 under budget. The GSC delivery method resulted in cost reductions to the City while meeting a very aggressive project schedule.
