Advanced Planning for a Successful Major Design-Build Plant Upgrade: The Winnipeg North End Sewage Treatment Plant Upgrade Project
Abstract
The Winnipeg Sewage Treatment Program (WSTP), a partnership between the City of Winnipeg and Veolia, is undertaking significant upgrades to the North End Sewage Treatment Plant (NESTP). The NESTP is the largest of the three Winnipeg sewage treatment plants and is intended to serve as the sole sludge management facility. The NESTP has some facilities that date back to the 1930s. With numerous upgrades and modifications over the years, the facility is now in need of major revisions to assure economical, reliable sewage treatment in the future and to meet major system replacement and nutrient removal requirements. Prior planning work identified that the potential costs are estimated to be CDN$700 million. It is therefore imperative for the WSTP to implement a robust program for the development and implementation of one of the largest, single, design-build (DB) sewage treatment plant upgrades in North America.
