Lessons Learned Deploying a SCADA System in a Design-Build Project
Abstract
Project delivery via the design-build (D-B) paradigm has several advantages that have led to its increased acceptance in municipal facility construction. However, the D-B project delivery method presented some unique opportunities and challenges when deploying a supervisory control and data acquisition (SCADA) system for the H.L. Mooney Advanced Water Reclamation Facility (AWRF) plant expansion. D-B project delivery was selected for overall project delivery, with a traditional, yet accelerated, design process used to develop the design. Being a D-B project, construction sub-contractor budgets were negotiated during the design process, providing initial estimating challenges as design development proceeded and then scope challenges, as construction proceeded.Lessons learned will be presented on the continuity of operations during switchover to the new system, submittals and change order tracking and control, report definition, creation, verification, operator training, alarm management, and things that go bump in the night (or not, even if they were supposed to).
