Abstract
Owners often bid sewer rehabilitation projects as a typical design, bid, and build project with a single contractor acting as the prime contractor. This method can lead to inefficient management of schedule and budget due to changing priority areas throughout the project. The City of Brooksville was successful in implementing an Owner as Contract Manager model on its most recent phase of sewer rehabilitation. The City realized significant reductions in overall cost per linear foot of sewer main rehabilitation.
