    $225 Million Investment in Infrastructure Demands Comprehensive Planning
    Abstract
    The South Bayside System Authority (SBSA) provides conveyance, treatment and disposal of wastewater for approximately 200,000 people in the South San Francisco Bay area. The conveyance system consists of four remote pump stations discharging to a common force main comprised of approximately 14.5 km (9 miles) of 610 to 1370 mm (24 to 54-inch) diameter reinforced concrete force main pipe, all constructed over thirty years ago. Most of the force main lies in Bay Mud and is vulnerable to significant movement, which has resulted in at least 57 joint leaks since 1975. Despite system-wide repairs and regular operations and maintenance, the conveyance system components are in need of rehabilitation and/or replacement. In addition to known system deficiencies, peak system flows are projected to increase to over 378 ML/d (100 mgd) for the 2030 planning horizon.The comprehensive master planning process resulted in a recommended $225 Million capital improvement program consisting of rehabilitation of one pump station, replacement of three pump stations, sliplining of 5,150 m (16,900 LF) and replacement of 8,930 m (29,300 LF) of the force main, modification to a flow equalization facility, and construction of a new headworks facility at the wastewater treatment plant (WWTP) including screening and grit removal
