The District of Columbia's Consolidated TMDL Implementation Plan - A Methodology for Addressing Multiple MS4 WLAs
Abstract
As part of its updated municipal separate storm sewer (MS4) National Pollutant Discharge Elimination System (NPDES) permit requirements, the District Department of Environment (DDOE) is required to develop a Consolidated Total Maximum Daily Load (TMDL) Implementation Plan (IP) to “attain applicable wasteload allocations (WLAs) for each established or approved Total Maximum Daily Load (TMDL) for each receiving waterbody.” DDOE has developed a “Methodology document” that outlines the steps and processes that will be undertaken to develop the Consolidated IP. The Methodology document contains chapters on permit requirements and potential regulatory strategies to achieve individual WLAs; the TMDL inventory, TMDL data, and 303(d) listing process in DC; implementation actions to comply with MS4 WLA requirements (including a discussion of development of a modeling tool to assist with scenario development); setting benchmarks and milestones and tracking progress; methods for involving selected stakeholders and the general public; integration with existing watershed plans; and potential methods for funding the Consolidated IP. This paper described the data and methods that were used to develop the Methodology document and describes preliminary results of the load modeling and next steps.
