Abstract
In order to improve operations, be more competitive, and ensure long-term sustainability many organizations have embarked on various types of organizational development programs. To actually accomplish the goals identified and get beyond the symptoms, it is important to begin with an assessment designed to develop an in-depth understanding of the organization and identify the root cause of dysfunction within the organization. The examination should included the organization's strategic purpose, its leadership and culture, and the alignment of both leadership and culture with its strategy.For Operational Excellence type of organizations, such as wastewater utilities, the assessment often identifies leadership development issues and a results focus as major issues that need to be dealt with before other development activities can occur. Where these issues are paramount, extensive leadership development programs and the creation of an Organizational Performance Management System (OPMS) go hand in hand toward the creation of a solid foundation.
