Abstract
INTRODUCTIONIn June 1999, the U.S. Environmental Protection Agency's Chesapeake Bay Program Office (Bay Program) embarked on a journey to explore the development of nutrient trading guidelines for the Chesapeake Bay watershed. Spawned as a recommendation from a December 1998 workshop entitled “Nutrient Trading to Maintain the Nutrient Cap in the Chesapeake Bay Watershed,” the Bay Program identified and convened a Negotiation Team to deliberate on options and develop trading guidelines using a consensus-based approach.
