Abstract
Facing rapid growth and demands to issue building permits, an aging sewer infrastructure that dates over 100 years old, and regulatory compliance requirements from State Senate Bill 500, and two consent decrees to upgrade and expand the City of Atlanta Wastewater System. These drivers would be transformed into mission objectives to protect public health, improve water quality, meet all regulatory requirements and avoid building moratoriums. The two consent decrees executed between the City of Atlanta and the Environmental Protection Agency [Federal] and the Environmental Protection Division [State] established strict enforcement requirements that stipulate that the improvements must be started and finished in accordance with specific dates and related schedules.
