Bonne Terre Partnership Delivering New Treatment Facility
Abstract
A new correctional facility was under construction in Bonne Terre, Missouri and the City needed to provide treatment facilities to handle the wastewater flow. Since the City also required additional treatment capacity to accommodate growth, a wastewater treatment plant was designed and bids were received. Unfortunately, the project was substantially over the available budget.The City at this point was certain of only one aspect - critical timing. The treatment facility would have to be on-line at the time the Correctional Center opened. The flow from the Correctional Center would be phased in slowly, and the additional projected flow from the City was totally conditional upon the growth of business because of the prison. In addition, the City did not have any experience with the problems inherent in treating wastewater from a State Correctional Center. The City decided to advertise for proposals to assist them in the finance, construction and operation of the facility.The Alliance Team proposed a turnkey approach to construction, finance and operation of a new facility to meet the City's needs. Consisting of Sverdrup Civil, Alliance Water Resources, and Scully Capital Securities Corporation, the Alliance Team brought together leaders in the disciplines needed for the Bonne Terre project. Each Team member was recognized for excellence in its field of specialty: Alliance for correctional facility wastewater treatment O & M; Sverdrup Civil for construction management in all aspects of municipal infrastructure improvements; and Scully Capital, for the identification and implementation of public-private financing for municipal projects. The Alliance Team gave Bonne Terre a single source solution to their needs.Alternative project delivery utilizing a public-private partnership delivered a needed wastewater facility where conventional procurement methods were not feasible. Because of the critical timing and the City's need for professional advice on construction, operation, and finance, the team worked as a single unit, covering all necessary areas of expertise. This insured the City that all aspects of the facility were being reviewed and integrated into a final package. It is doubtful if this project would be as complete, feasible or effective if the City had to separately contract these services as well as coordinate their activities.
