Abstract
The use of information technology is vital to effective and efficient delivery of wastewater management services. New tools such as a Geographic Information System (GIS) allow wastewater management agencies to leverage vast amounts of data to help plan for, operate, and maintain systems. However, a GIS can provide more than data management and automated mapping; it is also capable of performing spatial analyses to solve complex engineering problems. In addition, one of its greatest values is its ability to effectively communicate concepts and solutions to decision-makers to paint a picture. This paper will discuss the implementation of an Enterprise GIS at the County Sanitation Districts of Los Angeles County (Districts). It will give an overview of how the Districts' GIS program matured with lessons learned for cost-effective deployment, discuss growing a GIS through small successes, share valuable concepts for effective management of an Enterprise GIS, and identify organization and change management issues.
