An Integrated Partnering Approach to Determining Cost Responsibility For Detroit's Investment in Combined Sewer Overflow Facilities

Abstract

The proceedings for the 66th Annual Conference & Exposition of the Water Environment Federation in 1993 include a paper titled “Financing and Cost Allocation of CSO Control Systems in a Major Metropolitan Area.” The presenting author of that paper (which referred to the City of Detroit) outlined several issues being faced and options being considered by the City and indicated a desire to subsequently update interested parties on the ultimate solution – presumably at the 67th Annual Conference & Exposition. This is a story of how the 67th turned into the 75th – and of the process followed that makes this a success story.
