HAULED WASTE COMPLIANCE ENFORCEMENT PROGRAM
Abstract
The Hauled Waste Compliance Enforcement Program (HWCEP) was implemented in 1999 by the Office of Environmental Services (OES) Compliance & Monitoring Section, under the auspices of the Industrial Pretreatment Program (IPP) for the North Regional Wastewater Treatment Plant (NRWWTP). The HWCEP was developed in response to the need for greater regulatory control of hauled wastewater, in order to support the NRWWTP National Pollution Discharge Elimination System (NPDES) requirements and to protect the wastewater facility. Activities being regulated under this program consist of hauled domestic waste from residential septic tank, portable toilet pumping, grease trap, and non-hazardous pretreated industrial wastewater.Hauled wastewater is disposed of at the OES Septage Receiving Facility (SRF) by permit only. Non-domestic wastes are accepted on a case-by-case basis. Haulers must comply with both general and specific permit requirements, which relate to waste acceptance, proper disposal, waste load identification, administrative procedure, and proper documentation.Failure on the part of haulers to comply with their permit requirements has lead to interference problems in the system, and an increase in costs associated with SRF and WWTP operation and maintenance (O&M). Through an aggressive regulatory approach toward monitoring hauled wastewater activities, the HWCEP has reduced O&M cost and provided outreach and information services to the regulated community.
