MANAGED COMPETITION IN CANADA
Abstract
Situated in the heart of southern Ontario's major urban centres, the Region of Peel is the second largest municipality in Ontario, Canada, with a population of over one million. The Region of Peel is a recognized leader in the delivery of public services. In its efforts to provide the best value to the residents and businesses in Peel, the Public Works Department has undertaken a comprehensive review of its operations and initiated a Managed Competition process.The Region of Peel encourages private sector service providers to compete with Public Works staff for the prospect of providing Public Works services in a competitive, fair and open environment through the Managed Competition process.Managed Competition supports the removal of unnecessary processes and procedural barriers, which may limit the innovation and creativity of staff in achieving excellence. Contracts will be awarded to either Public Works staff or private service providers, based on their ability to offer the best service at the lowest cost, consistent with established service levels, standards and policies of the Region of Peel.
