Abstract
The U.S. Environmental Protection Agency (EPA or “the Agency”) developed a Report to Congress on the extent of the human health and environmental impacts caused by municipal ombined sewer overflows (CSOs) and sanitary sewer overflows (SSOs), including the location of discharges causing such impacts, the volume of pollutants discharged, the constitue ts discharged, and the resources spent by municipalities, and the technologies used by municipalities to address these impacts. The report finds that CSOs and SSOs can have significant impacts, which are most apparent at the local watershed level. The report also suggests that greater funding is needed to improve the United States' wastewater infrastructure.
