A MATTER OF GOOD BUSINESS PRACTICE: MMSD'S COMPREHENSIVE CMOM COMPLIANCE STRATEGY
Abstract
The Milwaukee Metropolitan Sewerage District (MMSD) recently embarked upon a strategic planning process that will ultimately result in compliance with Capacity Assurance, Management, Operations, and Maintenance (CMOM) provisions of the long-expected Sanitary Sewer Overflow (SSO) policy by US Environmental Protection Agency (USEPA). The planning strategy is comprised of three key components: a Readiness Review for CMOM Compliance at MMSD Regional Facilities, a Framework for Involving Satellite Sewer Systems, and a Comprehensive Capital Asset Management System. A consulting team led by Brown and Caldwell (BC) was hired to help the MMSD develop these strategies and deliver an asset management software system. The paper will describe the Readiness Review process employed at MMSD, some of the findings that MMSD will incorporate into a CMOM Compliance Strategy, how the Asset Management (AM) Program is taking shape, and what is focusing the development of the asset tracking software tool.
