ASSET MANAGEMENT ON A SHOE STRING BUDGET

The City of Riverside is located in Riverside County, about 50 miles east of Los Angeles. The Sewer Services Division manages and maintains the conveyance and treatment of wastewater for the City of Riverside, and the surrounding communities of Edgemont, Jurupa, and Rubidoux. The customer groups include residential, commercial, industrial, Community Service Districts and developers. Riverside City residential customers account for 54% of the revenues and the commercial customers account for a further 22%. This Division services approximately 280,000 residents. The budget for 2004/2005 identifies revenue projections of over 29 million including capital charges. The operating budget is around 20 million and the capital works program is over 4.3 million.The wastewater collection system includes over 800 miles of gravity sewers ranging in size from 6 to 48 inches in diameter. The system also includes eighteen wastewater pump stations (100 to 2000 gpm), three of which are storm water pump stations (500 gpm). Current flow treatment is approximately 30 million gallons per day. The Riverside Water Quality Control Plant (RWQCP) covers over 120 acres and includes over 4,000 pieces of mechanical and electrical equipment. Wastewater treatment facilities provide preliminary, primary, secondary, tertiary, solids handling and cogeneration treatment. The Plant started operating in 1946 and had major upgrading done to it in 1992. Out of a total FTE of 107, 52 are Maintenance staff and 30 are Operations staff.RWQCP consists of two secondary treatment plants (Plant 1 and Plant 2), one tertiary treatment plant that treats the flow from both Plants 1 and 2, and solids handling facilities that treat the sludge produced from the wastewater treatment. Influent flows into the RWQCP are metered at a common Headworks structure consisting of Barscreens and Grit Removal. Effluent from the Headworks is proportionately channeled into Plant 1 and 2. Each Plant treats 20 MGD. Plant 1 has 6 primary sedimentation basins, 4 aeration basins, and 4 secondary sedimentation basins. Plant 2 has 4 primary sedimentation basins, 6 aeration basins and 4 secondary sedimentation basins. Prior to Tertiary treatment flows from Plant 1 and 2 are combined in equalization basins. Tertiary treatment consists of alum and/or polymer injection, dual media filtration (16 filters), chlorination (3 chlorine contact tanks), and dechlorination by sulphur dioxide. Tertiary treated wastewater is then discharged into Reach 3 of the Santa Ana River. Solids Handling includes DAF, 5 Digestors, dewatering and air drying.The Sewer Services Division manages assets with a current Total Replacement Valuation of 670 million based on evaluations done under this Asset Management Program. The reported valuation in the financial system is 335 million of which machinery and equipment is 8 million, buildings is 240 million and underground infrastructure at 82 million. The current CIP identifies 6.8 million over the next 6 years for replacement of assets. The current Financial Asset Register identifies annual depreciation of 5 million and need for forward planning of asset replacements.
