City of Richmond Virginia CSO Long Term Control Plan
Abstract
The City of Richmond Virginia prepared a Long Term Control Plan (LTCP) to reduce combined sewer overflows to the James River. As a leader in CSO control, Richmond has demonstrated its willingness to improve water quality in our community in a proactive, responsible manner. Issues yet to be resolved to reach a successful conclusion to implementation of the LTCP include completing the water quality standards coordination process for wet weather bacteriological standards, aligning the plan for collection and treatment of wet weather flows with proper loading caps for nutrients discharged to the tidal freshwater James River and the ability for Richmond to afford implementing the CSO control plan concurrent with operating the wastewater treatment facility, maintaining the separate and combined sewer collection system and the cost of complying with additional rules and regulations controlling nutrients and land application of biosolids.
