Abstract
As part the City of Sacramento's comprehensive rehabilitation program addressing long-term infrastructure needs, the City has developed a tool to communicate to the City Council the consequences of inadequate rehabilitation funding. This tool, called the Capital Improvement Prioritization Model (CIPM), is a geographic information system (GIS) application that produces maps showing potential structural problems within the infrastructure that may not be addressed based on a defined funding budget. The CIPM is an interactive model that prioritizes funding based on anticipated replacement dates, current condition, and the consequence of failure for candidate pipe segments selected for rehabilitation. By incorporating estimated replacement costs and defining yearly funding budgets, the CIPM identifies areas within the infrastructure that are falling behind on rehabilitation capital improvement projects (CIPs). The user visually steps through each year in the study period to determine if the City will keep up with its rehabilitation needs as the infrastructure ages.
