IS SANITARY SEWER REHABILITATION REALLY WORTH IT?
Abstract
Project Overview A pre- and post-construction flow monitoring analysis was conducted to determine the effectiveness of the sanitary sewer rehabilitation undertaken in the Clinton Trunk and Related Areas portion of Erie County Sewer District No. 1 (ECSD No. 1), located in the Towns of Cheektowaga and West Seneca, New York. Wastewater collected in ECSD No. 1 is conveyed to a treatment facility owned and operated by the Buffalo Sewer Authority (BSA) and is discharged to the Niagara River, and ultimately to Lake Ontario. The flow monitoring analysis was completed with three primary objectives:To determine whether or not sanitary sewer rehabilitation was effective at mitigating rainfall induced inflow and infiltration (RII);To determine the actual RII removed as compared with pre-construction design estimates; and,To determine if removing RII from the conveyance system through rehabilitation was more cost effective than treatment of RII at the municipal treatment facility.
