Abstract
Pasco County, located on the Gulf Coast of central Florida, has experienced rapid growth over the past several years. As a result of the County's rapid growth, addressing issues such as wastewater treatment facility permitting, ability to meet increasingly stringent regulatory standards, increases in Sanitary Sewer Overflow (SSO) occurrences, operation and maintenance of current and acquired assets, and maintenance of adequate capacity have come to the forefront in recent years. The Utility was also presented with mandatory and voluntary requirements to reduce SSOs from both the Florida Department of Environmental Protection (FDEP), in the form of a Consent Order, and the United States Environmental Protection Agency (USEPA) Region 4, in the form of voluntary participation in a CMOM Program project. In response to these challenges, Pasco Utilities concurrently began several initiatives, including a Capacity, Management, Operations, and Maintenance (CMOM) Self-Assessment; a Service Delivery Makeover (SDM) and Organizational Development Plan; and a Computerized Maintenance Management System (CMMS) evaluation for future implementation. Pasco Utilities’practical and effective approach in coordination of these initiatives, ability to address multiple regulatory drivers through integration of programs, and unique strategy for leveraging and moving forward with these initiatives are included in this presentation.
