Abstract
The Flagg Creek Water Reclamation District (FCWRD), located in southwest suburban Chicago, IL, was concerned about surcharges and overflows within its collection system which caused its WWTP to operate in excess of its rated capacity. The District's sewer system is particularly complicated due to the presence of multiple government agencies contributing combined sewer flow within the service area to which FCWRD did not have direct control. FCWRD conducted a lengthy study to identify and quantify the problems in the service area and then utilized the study as a basis for negotiated solutions each government entity to come up with innovative solutions for the problems.
