Abstract
Since 2002 DWSD has taken deliberate and methodical steps to create long-term sustainability. These steps have included controlling expenses, defining key business objectives, developing key performance management measures, creating business rules for recording and reporting information, investing in an information monitoring and reporting software, and refining the measures to make certain that the really important things are being done right. Earlier this year DWSD took another step toward sustainability, which builds on the accomplishments already achieved. This next step focused on developing a pool of individuals to fill key supervisory and managerial positions as they become vacant.This paper presents the overall plan for sustainability and focuses on the actions taken to develop and implement a comprehensive staff development plan that ensures a smooth departmental transition as managers retire.
