Private Lateral Program Implementation (A Southwest Pennsylvania Perspective)
Abstract
The South Fayette Township Municipal Authority (SFMA) in the suburbs of Pittsburgh, PA operates a collection system which discharges flow to the Allegheny County Sanitary Authority (ALCOSAN) regional system. In order to reduce infiltration/inflow (I/I) surcharge penalties from ALCOSAN, which are calculated from metered flow data compared with water consumption data on a quarterly basis, SFMA began an aggressive program to reduce I/I into their system. Work started with evaluating the interceptor and collector sewers and is now beginning to focus on service laterals.The Authority has recently developed and implemented a lateral inspection program. This paper focuses on the development of the program and the unique aspects of the program.
