Abstract
Since Veolia Water implemented its applied asset management program in 2005, to comply with California's implementation of EPA's proposed Capacity, Management, Operation and Maintenance (CMOM) guidelines, Richmond has reduced Sanitary Sewer Overflows (SSO) by nearly 80% in 2006, and reaching 84% by 2007.Richmond achieved these results because of Veolia Water's implementation of a four-stage asset management program for developing a Sewer System Management Plan (SSMP). This fourstage plan rigorously prioritizes repair/replacement, and capital investment plans to focus on high-leverage repairs.The following specific tools and strategies were successfully used in the SSMP program:Implementation of a GIS-based work and asset management (EAM) system to plan and prioritize daily schedules.Using condition assessment ratings (PACP) in combination with video, sonar, and Light Detection And Ranging (LIDAR).Analysis of capacity and asset criticality are used to query to identify priorities for Repair, Replacement, and Capital Investment Planning.
