Using Service Level Targets to Define Rate Increase Options
Abstract
The Sacramento Area Sewer District (District) implemented a risk-based asset management program, and service levels were created as part of that program. In April 2009 the District presented three different operating scenarios and their respective rate increase to the Board, each with a different impact to service level targets. This paper will discuss how the use of service levels helped the District secure a rate increase to meet current state mandated waste discharge requirements.
