Abstract
While a modern utility could not be easily imagined without ubiquitous presence of computers and information technology (IT), the reputation of IT is not without blemishes. End users of IT often complain that IT systems do not deliver as promised, and management in utilities often perceives IT projects as “always late and never on budget.” This paper presents the results of a nation-wide survey of water/wastewater utilities, and it contains end-user answers to several basic questions, including: Has IT added value to utilities?
