Abstract
The Green Bay Metropolitan Sewerage District (GBMSD) used the principles presented in Effective Utility Management, a Primer for Water and Wastewater Utilities in development of its Strategic Plan and Solids Management Plan. The self-assessment and attributes of a Highly Effective Utility were crucial to the successful development and implementation of these plans.
