Abstract
In 2014 there had never been an internal position at MSD focused on the MS4 program. Throughout the years, Contractor support had been excellent, but the ability to manage a stormwater program for a utility of the magnitude of MSD from the outside is untenable without the authority necessary to direct utility resources and decision making. There was no Stormwater Department at MSD in 2014, and there had never been one. Various support efforts existed across the District, but without a focal point within the organization to lead and direct efforts toward program goals. For all intents and purposes a program would need to be developed from scratch in the third year of a five year permit cycle.
