Abstract
Operations Data Management Systems (ODMS) straddle both the real-time SCADA and the IT worlds, resulting in a lack of clarity with respect to system ownership and management responsibility. The result is that many ODMS systems are falling through the cracks; leaving managers with data that is unreliable and difficult to access. To ensure that ODMS systems deliver their promised return on investment and continue to provide reliable information for business decisions, these systems must be carefully planned in context of the utility's business requirements. Plans ensure coordination between systems, processes, governance, and organization to consolidate all elements required to deliver a successful, integrated business solution.
