An Alternative Delivery Approach for the Long-Term Performance Contracting of Enterprise-Level Control System
Abstract
The City of Los Angeles is replacing its existing wastewater contral systems, portions of which are more than 25 years old, with a new enterprise level system. The technology upon which this new system is based will not only monitor and contiol tens of thousands of assets in the City's wastewater treatment and collection systems, but it will also integrate these systems for more efficient operations and inaiiitenaiice. Operational systems, such as computerized maintenance management, energy inaiiageinent, security, and computer-based training, will be unified on a single, integrated platform. The scope of the project requires the complete change-out of control systems equipment the replacement of signal and coiruiituiications wiiiiig, the replacement of field cabinetry, integration of the Bureau of optimization of all required software and communications infrastructure, spare parts, and electrical systems upgrades over a 15-year period. The project also addresses a new contiol room at the Hyperion Water Reclamation Plant, which will unify certain aspects of system operations (and reduce costs), serve as an emergency response center, and provide ior public education to arouse interest in wastewater engineering and operations.
