Jervis Forcemain No. 2, Public Consultation and Managing Impacts

Metro Vancouver is the regional government for twenty-two member municipalities and one electoral area in British Columbia, Canada. Metro Vancouver's core services, which are provided primarily to municipalities, are the provision of drinking water, solid waste management, and sewerage and drainage.Metro Vancouver (Metro) started construction of the Jervis Forcemain No. 2 in 2006, for what ultimately became a six year project. In addition to the technical challenges of the project, there were a variety of short and long term impacts to the public due to the construction. This paper will provide readers with a technical overview of the project, a description of the public involvement measures taken in advance of construction, a detailed look at the public impacts due to a two-year delay, an analysis of those impacts on the remainder of the project, and a look at the changes made by Metro in both its community outreach and project implementation.
