City of Baltimore Design Management for CD Wet Weather Program – Need for Standardization
Abstract
The City of Baltimore (the City) is under a Consent Decree (CD) to improve its wastewater collection system by the year 2016. Section VI, Paragraph 9 of this Consent Decree requires the City to evaluate its sanitary sewer collection system, prepare sewershed study plans, and implement these plans to rehabilitate its sewer collection system. A key component of these plans is the rehabilitation of sanitary sewers utilizing trenchless technologies.The City is currently in the design phase of the Consent Decree which includes upgrade/new pipe, cleaning and CIPP lining, point repairs, pipe replacement, manhole rehabilitation, etc. throughout the City. In order to successfully manage these projects and address variations in trenchless technology design, the MWH-LBWS Joint Venture Consent Decree Program Management Team (PMT) working with the Utility Engineering Section (UES) developed a systematic approach to standardize design and construction processes. This standardization is expected to provide lower-cost bids when most of the projects are advertised in 2012 and 2013.
