Abstract
Long-range planning for the City of Palo Alto's Regional Water Quality Control Plant (RWQCP) considered aging infrastructure, current and future regulations, and community values in evaluation of biosolids treatment and disposal strategies. Ultimately, the decision was made to develop an implementation plan to replace the aging multiple hearth incinerator with a biosolids process that will meet the communities' diverse goals, including sustainability.
