Abstract
The Charlotte-Mecklenburg Utility Department has undertaken a multiyear systematic change from managed competition to optimization utilizing continuous improvement. This improvement strategy is based in the traditional continuous improvement Deming-Shewhart Cycle recommended by the American Society of Quality (ASQ) and included in the Effective Utility Management Primer:
