Spokane Takes its Integrated Plan to a Higher Level
Abstract
The City of Spokane’s (City’s) Integrated Strategy provides a fast-track approach to achieving its goal of a cleaner river faster. The City, in collaboration with CH2M HILL, AECOM, and the Washington State Department of Ecology, developed an Integrated Clean Water Plan that ties together the City’s $310 million in clean water investments, including those for stormwater, Combined Sewer Overflows (CSOs), and municipal wastewater treatment, in order to maximize both water quality benefit to the Spokane River and overall benefit to the people of Spokane. Using a systems approach augmented by historical performance data, the team optimized collection, conveyance, detention, interceptor capacity, as well as treatment process and flow management. The results speak for themselves – a plan that will achieve dramatically greater pollutant removal, faster, and for about $200 million less, all done within a year of Public – Private collaboration.
