Lifecycle Management of Stormwater Facilities, City of Barrie, Ontario
Abstract
The City of Barrie owns and operates ninety one (91) Storm Water Management Facilities (SWMF) valued at approximately $25 million, most of which were installed in a 25 year period from 1983 to 2008. These facilities are to be operated and maintained in accordance with the Ministry of Environment (MOE) issued Certificates of Approvals to provide quantity and/or quality control of stormwater runoff from urban areas within the City. Recently, the City has identified a risk that some SWMFs may not be meeting the required levels of service specified by MOE regulatory requirements and additional requirements of the Lake Simcoe Protection Act, 2008, which endeavours to protect and restore the ecological health of the Lake Simcoe watershed. This paper discusses the City's approach to risk management, mitigation strategies and development of an Asset Management Plan (AMP) for more proactive management of the SWMFs.
