A Startup Planning Model for Commissioning of Major Wastewater Plant Capital Projects
Abstract
As commissioning and startup activities are guided by construction documents and specifications, it is important that the project commissioner and engineer developing the construction documents identifies and defines critical startup elements as part of the base requirements for the project. A startup model is needed to assist the project commissioner and engineer in defining those critical commissioning elements necessary for a given project. The larger and more complex the wastewater capital improvement project, the more activities need to be thoroughly defined, planned for, and coordinated with stakeholders in advance of the start of construction. This paper redefines the commissioning process as the summation of those elements required to successfully plan, implement, and do startup. By thoughtfully defining and organizing commissioning as the summation of the elements required for planning, implementation, and doing startup a standardized PID model is created. This paper will describe each of these elements in generic detail and describe why they are important to the operator and to the success of the project.
