REENGINEERING THAT PAYS OFF IN LAS VEGAS

As an expanding utility in the rapidly growing southwestern United States, Clark County Sanitation District (CCSD) is unique in many respects. Clark County, which includes the cities of Las Vegas, Henderson, and Laughlin in the State of Nevada, is experiencing an annual growth rate of six to seven percent. As a result, the District is spending 50 million annually in capital projects. The District provides wastewater services for all unincorporated parts of the County, which includes a population of 543,000 and most of the famous “Las Vegas Strip.” These services generate almost 70 million in annual revenues. CCSD collects and treats an average daily flow (ADF) of 80 MGD. While primarily a wastewater utility, CCSD also operates water facilities for the community of Laughlin, owned by the Big Bend Water District.The District has developed new performance metrics to monitor performance and prove results around the three aspects of effectiveness, efficiency, and values. These metrics are designed to ensure that the District is doing the right things in the best possible manner without any sacrifice in their core values. Effectiveness is measured by how well the District plans around three components of the business, assets (capital improvements), funds (budget management), and people (resource development).
