Abstract
It's probably a good thing that the newly formed Biosolids Committee (1993) of the Michigan Water Environment Association (MWEA) did not see Otto VonBismark's famous words before we marched down the trail of forming a new Michigan law based on the federal rules known as 40CFR Part 503. Had we known of the quote we may not have embarked on the journey. This presentation is the story of how an organization (MWEA), mobilized with not much more than passion, perseverance and lots of naivete, managed to convince State of Michigan legislators and regulators of the need for regulation of biosolids.
